Analysis window and user database
If I hover the mouse over a Greek word in the BGT, the lexicon information for that word appears in the analysis window. Is it possible to create a Greek user database that can also do that?

Yes it is!
Yes, it is. It takes a good deal of work, however.
All versions in BW that have the ability you mention are actually comprised of two texts, the display text and the morphology version. Typically the morphology versions have version abbreviations that end with an "M" (e.g. BGM, GNM, QSM, etc.). These morphology versions are the "work horse" of BibleWorks' original language versions. Here's an example of James 1:1 in BGT and BGM:
- Jam 1:1 Ἰάκωβος θεοῦ καὶ κυρίου Ἰησοῦ Χριστοῦ δοῦλος ταῖς δώδεκα φυλαῖς ταῖς ἐν τῇ διασπορᾷ χαίρειν.

The lemma@code is what shows up in the Analysis Window as the lexical form of the word (lemma) and parsing information.
So, for a user to create a version with parsing, they would have to create both a display text as well as the morphology version. Then, in the Version Database Compiler, they would need to define the two texts as 'sister texts'.
