I have found an English translation of Onkelos and Ps Jonathan,
Tranlated by J. W. Etheridge, 1862.

Targum Pseudo Jonathan on the Pentateuch has been made available to BW users by John Ronning, Lecturer in Hebrew and Old Testament at John Wycliffe Theological College.
