Hi,
A friend who runs Bibleworks 7 has tried the normal route to Unblock a CHM (ensured "Read only" not ticked, and clicked on Unblock), however, if he looks at the properties again, the Unblock button is back.

He runs Vista.

Any ideas?

I only have guesses. (1) Is the file attributed as read-only? (2) Does Vista have a security setting that is set too high? (3) Does the user have Vista administrative rights?
