From comments on the B-Greek list, it sounded as though this is a "dumbed-down" version of Metzger's Textual Commentary. So it definitely is not a replacement or even an update, but I will be corrected if anyone has actually looked through this book.

It's advertised as an "update", but does sound like a "fat-free" version:
Metzger Lite! :p

Now all we have to wait for is a Teen Version, a Devotional Version, a College Grad Version, a Singles Version, Couples . . .
