My Aramaic is pretty weak, so if possible: could someone please translate 2 Sam 23.5 from Aramaic into English.

Here's my very quick and dirty literal attempt. I don't have access to Jastrow at the moment, so I only used the CAL glosses. The meaning of the verse in Arm. is far from self-evident, the syntax is messy, and I suspect CAL has mismapped a few words. My translation doesn't even make tons of sense to me, and I so I reserve the right to improve upon it later when I can give it more than two minutes ;)

"David said, much more than this (is) my house before God, for He made an eternal covenant with me for my lasting kingdom, just as those alive/enduring (?) the orders of beginning (?) and kept watch forever which went(?), because all my ? and all my petition before him are being made (?) in everything. Then the whole kingdom will no longer stand before it."

Here's a translation from The Aramaic Bible (vol. 10):
David said: "More than this (is) my house before God, for he established an eternal covenant for me for my kingdom to endure like the orders of creation endure and to be preserved for the world which is coming; for all my needs and all my desire before him are done; therefore every kingdom already opposite it will not be established.The whole text is italicized because it differs greatly with the MT. See Daniel J. Harrington and Anthony J. Saldarini, Targum Jonathan of the Former Prophets: Introduction, Translation and Notes (The Aramaic Bible 10; Wilmington, Del.: Michael Glazier, 1987), 204.

Unfortunately, it is not available electronically. You may want to contact The Liturgical Press regarding the series and any possible plans to put it into electronic form.

I do know that Accordance is currently working on an English translation of the Targums in electronic format.

I do hope that one day BibleWorks could get a full, modern English translation of the Targums for its users. In the meantime, I will soon post some files made available by John Ronning that have older English Translations of one of the Targums on the Pentateuch. (Keep your eye on the forum for this post. I cannot post them immediately, as I am on vacation.)

As I mentioned before, I have finally gotten around to posting the English translation of Targum Pseudo Jonathan. These files have been made available to BW users by John Ronning, Lecturer in Hebrew and Old Testament at John Wycliffe Theological College (http://www.wycliffe.edu/).
